AfDB names Keyamo to lead $7bn African aviation reform programme

The African Development Bank (AfDB) has appointed Nigeria’s Minister of Aviation and Aerospace Development, as the African champion for its $7 billion Integrated Aviation Transformation Programme for Africa (IATP).

The appointment is seen as a major recognition of Nigeria’s growing influence in aviation sector reforms across the continent.

In a statement issued by the minister’s Special Adviser on Media and Communications, Tunde Moshood, the AfDB said Keyamo’s selection was based on Nigeria’s leadership role and policy direction in repositioning the aviation industry.

According to the statement, the minister has also been invited to participate in the bank’s Annual Meetings scheduled for May 28, 2026, in Brazzaville, Republic of Congo, where the formal signing of the Letter of Intent between Nigeria and the AfDB is expected to take place.

The statement explained that the Integrated Aviation Transformation Programme for Africa is a continent-wide initiative designed to modernise Africa’s aviation ecosystem and attract private and institutional investment into the sector.

“It seeks to revitalise the industry, as African airlines currently account for less than three per cent of global air traffic despite the continent housing nearly 18 per cent of the world’s population,” the statement noted.

Under the programme, the AfDB aims to support airport modernisation, improve regional air connectivity, strengthen aviation infrastructure, and boost financing opportunities for African carriers.

The bank also expressed confidence in Keyamo’s ability to drive the initiative across the continent, citing his commitment to aviation reforms and sector-wide development.

“The aviation minister is expected to bring his knowledge, commitment, and passion to drive the programme across Africa,” the statement added.

The AfDB had unveiled the aviation transformation programme in March 2026 as part of broader efforts to reposition Africa’s air transport industry and improve the competitiveness of African airlines in the global market.
